Following new congressional battleground polling from End Citizens United Action Fund, which found Project 2025 to be deeply unpopular among likely voters and a drag on down-ballot Republicans, Democratic campaigns are taking note and using this messaging in new ads.
Likely voters in congressional battleground districts view Project 2025 more unfavorably than favorably by a more than 4-to-1 ratio and 72% of those familiar with it say they oppose Project 2025’s policies and ideas. In head-to-head testing, a generic Democratic congressional candidate has a 4-point lead over a generic Republican. However, when the choice is between an anti-Project 2025 Democrat and a pro-Project 2025 Republican, the Democratic lead increases by 14 points, to an 18-point advantage for Democrats.
“Voters understand that Project 2025 represents MAGA Republicans’ extreme agenda to undermine our democracy, rip away our freedoms, and install an authoritarian government,” said End Citizens United President Tiffany Muller. “Highlighting these threats in campaign messaging isn’t just a winner for Vice President Harris, but also for down-ballot Democrats and we’re encouraged to see them take note.”

- Project 2025 is creeping into Democratic attack ads down-ballot.
- Former President Donald Trump has sought to distance himself from the policy agenda, even though Vice President Kamala Harris continues to tie him to it. Democratic candidates running in Congress are now using it as a way to paint their Republican opponents as extreme.
- In the race for Missouri Senate, Democrat Lucas Kunce accuses Republican Sen. Josh Hawley of “plotting to control our lives,” while showing a quote that says “no one is more on board with that agenda than Hawley,” referencing Project 2025. In IA-03, Democrat Lanon Baccam says that Republican Rep. Zach Nunn’s “ voting record is the blueprint for a controversial plan called Project 2025.” And last week, Democrat Eugene Vindman, who’s running for open VA-07, tied his Republican opponent Derrick Anderson to Project 2025 when critiquing him on abortion.
